PERSAUD CALLS FOR GREATER GOVERNMENT ACCOUNTABILITY AND PUBLIC TRUST AT INTERNATIONAL ASSEMBLY
GEORGETOWN, GUYANA | OCTOBER 9, 2026 β Minister of Human Services and Social Security, Dr Vindhya Persaud, has called for governments to remain accessible, accountable and responsive to citizens, stressing that public trust and inclusive governance are essential to effective leadership.
Speaking at the 153rd Inter-Parliamentary Union (IPU) Assembly in Arusha, Tanzania, held from October 5 to 9, Persaud told international parliamentarians that governments must maintain meaningful connections with the communities they serve.
βWe believe that our government must remain accessible, responsible and connected to the people,β she stated.
The minister highlighted Guyana’s approach to public engagement, including presidential and cabinet outreach to coastal, Indigenous and riverine communities, as well as digital platforms through which citizens can raise concerns.
She also pointed to the annual National Toshaos Council Conference as an opportunity for Indigenous leaders to engage directly with government officials on community priorities.

Persaud cited the allocation of 15 percent of Guyana’s carbon credit revenues to Indigenous communities, along with government initiatives involving housing, free university education, scholarships and support for vulnerable groups.
Addressing the role of Parliament, she emphasised that elected representatives have a responsibility to translate public concerns into legislation while holding governments accountable.
βGuyana’s parliament is pivotal to our governance framework. Diverse voices contribute to legislation representing our population’s perspective,β Persaud said.
The minister also urged stronger international cooperation on inclusive governance, particularly as countries confront geopolitical tensions, climate uncertainty and growing demands for transparency.
Her remarks formed part of the assembly’s discussions under the theme βEnhancing Good Governance and Empowering Communities Through Inclusivity, Trust and Opportunities for All.β
